Rounds replied “It was a joint effort...There was direct participation between the organizations that currently have to cooperate in this but we tried to bring a number of different entities in for a discussion so that it wasn't a surprise to anybody as we wrote it.” I wonder who is included in that joint effort or who they didn't want to surprise? Obviously the offices of the co-sponsoring lawmakers, but seems like also the Executive Branch and other folks who will have to 'cooperate in this'. President needs to appoint the Review Board members, agencies need to hand over pertinent documents... oh and contractors need to hand over the craft and bodies (kidding, not kidding? hehe).
