This week Congress is on its Memorial Day recess, but Rep. Robert Garcia (D-CA) is making waves. He introduced Senate Majority Leader Chuck Schumer’s UAP Disclosure Act — or UAPDA — as an amendment to this year’s National Defense Authorization Act, or NDAA.
