Sounds like Congress is holding the DOD and IC’s feet to the fire more but they want a more sure fire mechanism to force their hand. These groups working more with AARO may be a sign that some of them are accepting the fate of this effort
'Congress' -- an amazing term cause both an it and a they.
This 'Congress' is disjointed, multilayered, quirky but actually seems fairly efficient behind the scenes, likely cause there are perpetual distractions eating up all the coverage.

Looking for House members on or adjacent to HASC... They seemed to care more about the details than senators last NDAA.
